The development of a virtual map solution with information regarding the student population of the National University of La Plata, for its grade levels and pre-university colleges, is proposed, based on a situational analysis that places the University as an integrated institution to society, which requires their knowledge and at the same time receives feedback in an iterative cycle of expansion of culture and knowledge, prioritizing the most neglected sectors.

Building a virtual map requires joint work with the actors of the solution, following visualization recommendations, using different tools, defining a methodology for the maintenance of the solution, applying techniques and strategies to guarantee the quality of the data and the construction of valuable indicators. for institutional management and strategic decisions.

It is proposed to formalize, organize and provide a structure and order to advise Civil Society Organizations (CSOs) on issues related to legal and fiscal regularization, and the training of their leaders in different topics necessary to achieve their objectives, taking advantage of the multiplicity of knowledge and resources available to the UNLP.

The Civil Society Organizations (CSOs) have among their objectives to promote citizen participation; respond to the concerns of the inhabitants; promote the defense of the rights of vulnerable communities or groups; promote volunteering, solidarity and human values; respond to socio-economic and cultural difficulties, working in conjunction with other sectors. Examples of CSOs are clubs, civil associations, development societies and cooperatives, among others. According to the definition given by the United Nations (UN) in 2001, these are private, self-governed and non-partisan institutions whose main objective is to work for a common good.

CSOs are a social phenomenon with an identity that requires help to strengthen them. For this, it is necessary to work on organizational management, formalization, administration of economic and human resources, communication and access to financing; all of them vulnerabilities that make it difficult for them to achieve their mission

Coordination and Management of UNLP with organized Civil Society

At the National University of La Plata (UNLP), there is a space between two different Groups (one internal, the Academic Units; the other external, the Civil Society) that holds meetings, conferences and workshops to exchange ideas, knowledge and systematize documents that are given to advertising on the different topics of interest of the Company.

The agenda includes topics of Safety, Mental Health, Education, Environment, Seniors, Sustainable Development Goals, among others.

This work describes the actions aimed at Coordination and Management between the Academic Units of UNLP and the Organized Civil Society, represented through civil associations, foundations, professional colleges and business chambers in order to enhance the links and the joint work between these actors to realize the objectives aimed at the common good.

This article emerges from the Integrative Final Project of the Specialization in Higher Education Management at the National University of La Plata (UNLP). The development is within the scope of the Specialization in University Teaching (EDU) program that is carried out within the Directorate of Training and Teaching of the UNLP.

Its main objective is to design a set of instruments that are part of a broader device of continuous evaluation of the development of the EDU, as a formative experience for the teachers of the UNLP, which becomes a tool for the curricular management of this formative path.

A situational analysis has been carried out and, based on this, it is proposed to design and implement devices that, in turn, integrate a strategy of continuous evaluation of the Specialization in University Teaching.

Training of Human Resources at the Dental Hospital of the National University of La Plata

From the realization of three seminars by the Panamerican Health Organization (WHO) 1962 and 1966, substantian changes took place and the different schools and faculties of Dentistry in Latin America, thinking about the training of human resources for the attention of the oral health of the population. It was Latin America and the Caribbean that initiated the different health reforms taking into account equity and primary health care (PHC). Conssidering the current socio-economic, cultural and scientific changes, whithin the framework of free , exclusive, excellent and ethical at the National University of la Plata, this intervention project is formulated from the Dental Hospital of the faculty of Dentistry of the UNLP. This work is applied to the human resource that is formed at the University Dental Hospital of the UNLP School of Dentistry. The general aim is to desing in- service training strategies for undergraduate students of dental career at the UNLP, who carry out their internships at the FOLP School Hospital that contributes to their continuous and comprenhensive training. The projet will be carried out in three stages initial, intermediate and final.They will be delineated base on a situational diagnosis, to later elaborate, organized and plan the different strategies to follow, trying to reform the training of human resoucers with the cointainments of patients assisted in the aforementiond hospital.

Institutional evaluation and the accreditation of undergraduate courses are fundamental instances to reflect on the internal processes of university life, taking into account its complexity and situation, but with an eye on the continuous improvement of institutional practices. The present work orders the central characteristics from an integrated view of both processes and from there the development of an innovation project for the strategic planning of the processes of institutional evaluation and accreditation of undergraduate courses is proposed, as a permanent policy of improvement in the framework of the Strategic Plan of the National University of La Plata. The work constitutes a proposal for the evaluation of the implementation of the Study Plan of the Bachelor of Social Work, the founding career of the Faculty that concentrates the largest number of students of the totality of academic proposals that the house of studies currently has. We work on the perspective of evaluation as a strategic tool in management processes, generating quality inputs for decision-making. The problem on which the is developed is the absence of an evaluative design that allows to implement the evaluation planned at the end of the first cohort of the Bachelor of Social Work Plan 2015.

Therefore, an attempt is made to construct a possible evaluative design that takes up the different dimensions that the implementation of a curricular project encompasses. An articulation between two fundamental functions that characterize the work of the Academic Secretary: the look at the training processes as institutional policy and the learning about the implementation processes on a day-to-day basis, which allow feedback on the design of institutional policies based on of the necessary situational adjustments. The article deals with a set of reflections on the policy of university management in human rights of the National University of La Plata, elaborated from a situational analysis that reconstructs and revalues its trajectory. In this sense, it recovers some dimensions of the work in the field of human rights in the university, taking the management itself as an object of reflection, mobilized by the institutional commitment to the reconstruction of the public; and delimits the inquiries to the period 2008-20018.

The considerations expressed in these pages are developed around the notions of human rights, right to education and education in human rights, which structure the axes of the management policy analyzed, and try to communicate a synthesis of knowledge produced in the public university, in this case in a path of postgraduate training , thus contributing to its democratization.

We intend to analyze Ordinance 255/01 of the National University of La Plata, which regulates Article 7 of Law No. 24.521, known as the Higher Education Act (LES). This article stipulates the possibility of entry into Higher Education of persons over the age of 25 who do not accredit secondary education, taking into account the background and skills of the persons concerned. Law No. 27.204 amended some substantial aspects of the S LES. Among them, Article 7 was amended. However, as regards the exceptional mode of admission for persons over 25 years of age who do not accredit secondary studies, it remained unchanged.

In this article we will look into the theoretical assumptions in which said articulation and the ordinance regulating it are based; taking as central notions the educational inclusion and assessment of non-formal areas of knowledge, in particular what we mention as knowledge of work. We understand these concepts as part of the debate on higher education access policies in the history of our country, where unrestricted income is prominent.

Development of an Information System of the Directorate of Territorial Management

The objective of the Final Integrative Work is to develop an information system of the Directorate of Territorial Management that allows to support the decision-making and the daily management of the Community Centers of University Extension (CCEU). Framed in the perspective of Research-Management (I + G).

The CCEUs are spaces for co-management between the University and the community where actions are implemented that address the problems and needs of a given territory. They report to the Directorate of Territorial Management of the Assistant Secretary for Social Policies of the National University of La Plata.

Within the framework of the TFI, an analysis was carried out of the procedures and instruments currently used in the DGT for the production and management of information. This work gives an account of the beginning of the implementation of a Technical Secondary promoted by the Rafael Hernández National College and the Faculty of Engineering of the National University of La Plata (UNLP). The initiative rethinks the undergraduate system and creates other forms of passage between educational levels that address the specificities of context, emerging problems and the complexities of abrupt transit from one instance to the other. In this sense, institutional articulation between the two academic units is promoted in order to address this challenge in a comprehensive way. The school then proposes a modality oriented to Sanitation and Environmental Management. This project emergedto respond to multiple social, economic and cultural problems that many students face in the passage between educational levels and in transit through each of them. In the higher education scenario, vocational technical training is proposed the universal expansion of technology, science and culture, which invites us to take care of and appreciate our values, to respond to competitiveness and to the challenges of quality and excellence. Dental practice is in a changing world, the health sector faces a challenge to the oral health problems of the population. Here we reflect on the training of Dental Assistants, being central to strengthen supervised pre-professional practices. For the address of the problem raised, preliminary preparation for action, planning of supervised pre-professional practices and the implementation of pre-professional practices are considered as intervention stages. The development of the stages includes, coordination and organization meetings of activities, selection of physical spaces and tutor teachers, distribution of students of the Technique in Dental Assistance in care areas of different specialties and / or complexity. It also involves monitoring and evaluating supervised pre-professional practices. This strategy will be reflected, in the future, by the technical-scientific and humanistic quality in the performance of the Dental Assistant, according to the demands and as a member of the dental team.

The analysis and proposal presented within the framework of the Specialization in Higher Education Management attempts to link two central variables: Alternative Formal education as a strategic line put on the agenda by the National University of La Plata in recent years and the Organizational design taking as empirical reference the University School of Trades of the University dependent on the Undersecretariat of Social Policies of the Extension Secretariat of the UNLP, being the area where the author carried out her management position as deputy director. The UNLP presents itself as a public, scientific, extensionist, autonomous, co-governed, inclusive, popular and feminist institution. In this writing we take all these attributes and we rely on the principle of inclusivity to add the necessary quality of accessibility. We intend to share what has been traveled and built, since, from the Inclusion, Disability and Human Rights Directorate together with the University Commission on Disability (CUD) for 20 years, different strategies, policies and practices have been developed that give meaning to the possibility that any student with disabilities can be part of the university community.

At present, belonging to the Office of the Assistant Secretary for Human Rights has the possibility and historical opportunity of being able to institutionalize the necessary and pertinent policies to install the necessary requirements and guidelines where accessibility is an institutional policy and does not depend on the will. of some.

The University of La Plata (UNLP) is the second most important university in the country due to its size and diversity. Since its inception, more than 100 years ago, all the procedures that involve the UNLP are carried out in paper files. This has led the UNLP to generate more than one million sheets of paper per year, which compels to rethink its practices not only from the promotion of ecological criteria but also from the need to modernize UNLP´s administration by improving its management capacity, in order to provide more efficient responses to society´s demands.

On the other hand, the current context of the pandemic caused by the COVID-19, which has moved offices to private homes, makes it even more urgent to apply technological solutions that enable remote work, and the legal protection of digital files.

In this article, we address a situational analysis of the UNLP for the installation of an electronic document management system. For this purpose, we analyzed electronic management systems of other universities, studies were carried out on the current regulations in both the National Administration and the UNLP. Moreover, there was scrutiny in regards to the requirements of an electronic management system that takes into account the UNLP´s needs.

Observatory of Public Policies for social inclusión

The following work consists of an intervention proposal related to the growing trend of participation of public universities in the design and implementation of public policies. This trend constitutes a framework in which the absence of feedback between university production and public policy takes on significance as a problem to be addressed. The purpose of the intervention will consist, in this sense, in the design of a device for linking with public officials that contributes to the design and readjustment of public policy in real time based on information and knowledge produced within the framework of the UNLP.

Our university has numerous devices that are linked to the places where public policies come to life. In particular, the intervention is aimed at the creation of a Public Policy Observatory within the framework of the UNLP Under-Secretary for Social Policies, an institutional setting in which the concepts of multi-stakeholderism and situationality are central; and where comprehensive university practices are developed, as well as research related to management (I + G). All these characteristics would allow the production of a type of input with high added value appropriate to the characteristics of public management.

With the advent of Social, Preventive and Mandatory Isolation issued in March 2020 by the National Government, Argentines began to experience an unprecedented context. The health, social and economic consequences were not long in coming and the State institutions began to take measures to mitigate the situation. The National University of La Plata was not exempt and took action on the matter, developing a series of strategies that impacted due to its quick response. The Minerva Entrepreneurship Incubator was key in connecting with the regional production system and, through it, actions were carried out to channel the various undertakings of many entrepreneurs, who wanted to contribute to the fight against the pandemic. In this sense, the Call "Your idea Sum" was held, in which 63 projects were presented, most of which were channeled so that they could be effective. Thinking about the post-pandemic reality, the contest was called: "- Climate Change = Pandemics?", Considering that one of the great problems that generates dangerous diseases is the lack of care for the environment. The programmed internationalization activities were readjusted, with the aim of promoting future actions aimed at mitigating the effects of this crisis. In addition, work was carried out on the articulation of SMEs and entrepreneurs with the financing lines that were presented by the Ministry of Production of the National Government. These measures have been a substantial part of the institutional response.

This article reports on a proposal for a comprehensive transformation in the promotion of access to the UNLP, through the design and application of public policies to accompany the educational trajectories of students in the upper cycle of public schools in La Plata and Gran La Plata. Institutions that have been going through the most diverse and complex situations for decades. The proposed methodological theoretical framework draws elements of mainly three theories of planning: Prospective, Situational Strategic Planning and Participatory Strategic Planning with the challenge of generating an instrument that encompasses broad political consensus and generates long-term management tools, while providing for the development of a culture of planning in all its fields.

Vocational training on the workers' campus can be an objective to be achieved by different organizations. But if this training can be provided from the organization itself, then not only is progress being made in improving the management capabilities of hierarchical staff and potential substitutes, but a more finished notion of the university as a whole is achieved by the student. Therefore, with this knowledge one can think of the possibility of collaborating with initiatives that improve or solve administrative and management problems in areas lacking a Nodocente structure, either because of its recent creation or because it is not part of the spaces traditionally occupied by this type of worker.

The efforts made by students of the Bachelor's Degree in Resource Management for University Institutions, mostly adults, with family in charge and thirty-five hours per week of work in Colleges or University Dependencies, should not be minimized. The opportunity cost of this student universe is very high and, consequently, the early detection of the problems involved in transit through the Bachelor's degree would allow decisions to be made regarding strategies that allow the student to overcome aulic and family planning difficulties, among others, tending to decrease the rates of degreasing that have been observed in the first four cohorts that continue from 2006 to the present day, expanding the number of graduates.

Food Plant for Social Integration (PAIS) UNLP: University management tools for its implementation

This article proposes, based on the analysis of the context and the institutional dynamics, a Plan for the development of the project "Food Plant for Social Integration of the National University of La Plata (PAIS UNLP)", which includes the processes and Instruments of Implementation, Operation and Evaluation.

This initiative is retaken with force during the 2018-2022 period as a central axis of the management of the National University of La Plata in the framework of the deep social and food crisis that our region is going through.

My final integrative work consists in the elaboration of a Norm, or better yet, a new one that modifies the aforementioned norm, which comes to give a normative framework to the Liquidation Directorate of the UNLP, thus inscribing in the juridical, legal and of Regulations.

It is about reformulating a Resolution that offers the guidelines that establish the methodology and a normative order that are needed to proceed to carry out the different liquidations of assets of the Teaching, Non-teaching staff and Higher and Management Authorities of the National University of La Plata, thus giving a concrete proposal for restructuring current processes, also given the recent use of a new system under another computer platform.

The Final Integrative Work deals with the modification, reformulation and updating of the same, adapting it to the new Payments Settlement System (Salary Module) and in accordance with the new regulations in force.

Its main purpose is to impart the Rules that govern the monthly settlement, since the files are raised with the movements of Additions and removals of all the levels to be settled (Information necessary to proceed to register the movements given in the permanent and transitory plant in its different echelons) until all these movements are reflected in the General Salary Sheet, ending with a number of outputs generating information for all internal and external university services.

The objective of this work is to systematize the process of building pedagogical knowledge, of UNLP teachers, from the analysis of the topics addressed in the final career works, by the students-teachers of the career of Specialization in University Teaching.

This summary of the final integrative work (TFI), within the framework of the Specialization in Higher Education Management (EGES), initially contemplates an analysis and study around the history, scope and perspectives of the Social Council (CS) of the National University of La Plata. The objective is to propose a process management model and internal and external communication tools, based on my role as Director of Institutional Management of the Social Council of the UNLP, ensuring the functioning of the Plenary and the Working Committees of the SC; managing the spaces and resources of the SC, based on the monitoring of the work and the agenda of the different spaces of the SC. Likewise, assisting the General Directorate of the SC in its functions, and coordinating with the management processes of the rest of the SC Directorates. Being the CS one of the first experiences where the University coexists and integrates a large part of the social actors. It is presented as an articulating instance, a look in which to approach the practices from an interdisciplinary perspective, and in that sense, to deepen the understanding of the reality that is integrated into the practices and is allowed to pass through the senses that are generated there. Immersed in the daily dynamics where the different spaces make up communication networks that are instituted as socio institutional practices.

The preparation of this Intervention Project aims to optimize the process of issuing the social security certifications of services and remunerations in search of efficiency in the work; the inexpensiveness of procedures, the modernization of production methods, paperwork, the reduction of human error, transparency, speed in production, and the improvement of communications with external organizations that interact in each proposed topic. Enrolling in the field of Administration and Finance of University Management Policies and Strategies, it will cover dimensions that restructure current processes carried out by the Directorate of Social Security Certifications of the General Directorate of Personnel (DCP) in an artisanal way in systematized processes through obtaining a computer tool not yet developed. Requiring this system is the beginning of an administrative process that will involve the re-elaboration of regulations that authorize the development of the system by the Higher Center for Information Processing of the National University of La Plata (CeSPI) and those that order its implementation. , as well as the concretion of agreements or acts of agreement with external organizations for the transmission of information. The main goal of this integrative work is to create parameters and procedures of topics that are currently on the rise in the university environment and our institution treats them but in an isolated manner and without a uniform procedure for the entire university.

However, prior to establishing procedures and creating a complete manual on the subject to be dealt with, it will be necessary to carry out a study of the general concepts in the matter that emanate from international conventions and national laws; also having to analyze the existing regulations in our university so that we can work on the relevant points on their basis.
