Abstract

The Dilma Rousseff government inherited from her predecessor, from the same polit-ical party, foreign policy strategies clearly defined: a revisionary approach to interna-tional institutions, an active stance in multilateral forums as a representative of southern countries, and an orientation towards the South American dimension. The group that had occupied the best position in the former government has remained holding key posts in the Foreign Affairs Ministry, and the developmentalist tenden-cies have been reinforced.The article argues that, despite the continuities, the Brazili-an behaviour towards South America has experienced changes and a visible reduction of its international activism.These changes have been affected by the international and the domestic economic scenarios, by the president personality, by the new for-eign policymaker’s dynamic and by the growth of foreign policy “politisation”.
