La propuesta incluye un nuevo examen sobre las relaciones entre estas tres entidades en tanto fuentes normativas dentro del sistema económico internacional. En el caso de los Estados nacionales se plantea la necesidad de reconocer su función reparadora y protectora a favor de residentes y actividades productivas dañadas por la dinámica de la globalización. Para ello se valen de los márgenes de maniobra previstos por la OMC A su vez, los TLC de última generación en cierto sentido complementan al orden multilateral en tanto cumplen una misión específica que es la de regular minuciosamente las condiciones de interdependencia entre pares o grupos de países interesados en asegurar la mayor confiabilidad a los agentes económicos.</p> <p><strong>Abstract</strong><br>The author reviews the theories and prevalent general conceptions regarding the role of the National States, the Free Trade Agreements (FTAs) and the multilateral arrangement by the World Trade Organization (WTO) during the first decade of this century. This proposal includes re-examining the relationship between these three entities as rule-making sources within the international economic system. Regarding the case of National States it addresses the need to recognise their protective and reparative role in favour of residents and domestic productivity which have been damaged by the current globalization process. To this aim, National States make use of the room for manoeuvre foreseen by the WTO. On the other hand, the last generation of FTAs somehow complement such multilateral arrangements since FTAs regulate in detail the conditions of inter-dependence between pairs and groups of countries seeking to promote greater confidence in the economic operators</p>}, number={18}, journal={Revista Aportes para la Integración Latinoamericana}, author={HALPERIN, MARCELO}, year={2008}, month={dic.}, pages={19–49} }
