Martínezgustavo.gmarti@gmail.comErika Borges Vazerika.borges@soc.unicen.edu.arEugenia Carranzacarranza.e89@gmail.com<p>Since the end of the 19<sup>th</sup> century the lower course of the Negro River was the subject of archaeological explorations and research, mainly on the southern bank. Conversely, on the northern shore (Patagones district, Buenos Aires province) no archaeological investigations have been carried out. Recent systematic surveys along this shore and the adjacent Atlantic coast were carried out. Here we present the preliminary results of the El Churlaquín site. Issues related to geoarchaeology, chronology, lithic and pottery technology, subsistence and taphonomy are discussed. The site corresponds to a residential base redundantly occupied between ca. 3700-1500 years BP (last part of the middle Holocene and initial late Holocene). The archaeological record shows similarities with sites of the middle course of the Río Negro. The proposed ranges (local, non-local and extra-regional) are applied to evaluate supply costs and changes in access to obsidian sources: Arroyo Paramillos and Laguna del Diamante. The distribution of artifacts with geochemical analyzes assigned to these sources is evaluated; annual/seasonal availability of the sites from a snow cover analysis with GIS has also been considered. The decrease in obsidian follows the expected trends according to the decrease in sources, although it is asymmetric on both slopes of the Andes. These institutions usually develop various recommendations that, despite not binding, are considered soft law norms since they influence the generation or modification of the internal law of the countries. However, the influence of these soft law norms will depend on how permeable the legal-administrative systems are. For this reason, this paper proposes to analyze the permeability of the countries of Latin America and The Caribbean to global trends regarding museums based on the evaluation of four variables that reconstruct the degree of implementation of the recommendations issued by specialized international organizations. A traffic light methodology is adopted with a three-level assessment scale that describes the status of each country.
