Design and automation of a Judicial Performance Indicator

Abstract

This work develops an automated tool to evaluate the productivity and workload of criminal court judges in Chubut, based on hearings, cases, and rulings. The Weighted Hearings metric and the Hearing Block Index (HBI) are introduced to measure productivity and efficiency. Data is sourced from the judicial case management system and processed using ETL procedures and Statcentral to ensure reliability. Principal Component Analysis (PCA) was applied to visualize performance patterns and identify areas for improvement. The tool allows for anonymous self-assessment and peer comparison among judges. Future developments include longitudinal analyses and clustering techniques to refine evaluation and expand its application to other judicial branches.
