Abstract

Public Software is that software technological solution developed, used, modified and distributed, which facilitates the fulfillment of governmental and social objectives, by the State, and for the State. The National Information Technology Office (NITO), among others, has the mission of promoting and facilitating the development of Public Software. To this end, the NITO promotes different instruments that assist organizations in the development and maintenance of software, one of them, is the Code of Good Practices in the Development of Public Software, which consists of a technical guide for the sustainable development of software in Public Administration.

Given the framework described above, this work addresses the need to investigate in what aspects the instruments made available for the development of Public Software contemplate the quality of the software.

Specifically, the main objective of this work is to develop a proposal that, from the perspective of the quality of software products, and taking as a framework of reference what is established in the ISO/IEC 25000 standards, serve as support for the identification and specification of quality requirements for the development of Public Software.
