A Conceptual Architecture for Implementing Artificial Intelligence Algorithms in Public Administration

This paper presents a conceptual architecture for the implementation of specific Artificial Intelligence (AI) algorithms in Public Administration. The design is inspired by a solution based on the requirements of the bid (185/21) of the current paperless project in the Province of Santa Fe.
The proposal combines components, layers, and relationships that will allow the construction of software artifacts to be used in the creation of new applications and adaptations of existing ones.
This structure is designed to represent fundamental concepts and principles of using AI in Public Administration, including security, human supervision, data governance, identity, citizen trust, "data for good," sandbox, green design, IoT, among others. In addition, this work takes into account invariants defined by the standards and regulations of the Province for the development and deployment of applications.
Finally, details and analysis of the implementation of the architecture in a current system of the Province will be presented, where improvements in services are evidenced as a result of the incorporation of AI.
