Public Software Strategy in the Province of Buenos Aires

This paper presents a comprehensive analysis of the development of public software policy in the Province of Buenos Aires. It examines the regulatory framework, responsible institutions, mechanisms of software reuse and licensing, and the strategy of digital sovereignty. The proposal includes the creation of an Open Source Program Office (OSPO), the formation of practice communities, and links with international initiatives. Global case studies are reviewed and future steps are recommended to scale public software as a digital transformation policy.
