What we talk about when we talk about entrepreneurship: An approach to the Informational Entrepreneur sector of Argentina

The paper addresses the discussion regarding the use and abuse of the term "entrepreneurism" through the specific analysis of the Informational Entrepreneurial Sector (EI) of Argentina. The EI sector is defined as: "That technological entrepreneur who focuses its activity on the commercialization of goods and services related to information and communication technologies (ICT); whose venture has been promoted by some incubator or has been promoted by specific public policies; or responds to the initiative to motorize a project of its own that does not find a place in any existing company; or it is a young professional trained in information skills who has decided to create a company without participation in an incubator or be a beneficiary of any existing policy. The characterization of the informational entrepreneurial sector as a specific social actor within the informational productive framework responds to three factors observed in previous research: a) it is a sector with great dynamism and growing since the beginning of the XXI century; b) it is not usually studied in its specificity, but as part of a broader informational productive framework that includes universities and / or research centers, as well as medium, large and multinational companies, and local governments; c) a substantial part of the public policies of socio-technological innovation implemented since the change of government management (2015) are specifically directed to this sector.
