Abstract

In the decision-making process, a Provincial Minister of Economy faces restrictions arising from political factors, implementation problems, lack of appropriate information, and the need to take account different views of reality. Moreover, Provincial States are not fully aware of the budget constraints, the need for higher efficiency, scarcity of human resources qualified in economy, administration and social management, obsolete organizations, and a deficit on base studies. Economists are required to make analysis and empirical investigations on provincial finances, to contribute to the development of human resources in the social, spatial, and microeconomic fields, to help raise awareness of the existing restrictions aid to participate in the implementation of policies.
