Measuring the distributive effect of AUH in argentina: direct effect, indirect effect and possible improvements

This paper analyzes the distributive impact of the Universal Child Allowance (AUH), a massive Conditional Cash Transfer program that was implemented in Argentina at the end of 2009. For this purpose, this study considers not only the direct income effect of this transfer but it also evaluates some indirect distributional implications and the potentialities of the program under alternative designs. The results suggest that the AUH contributed to a significant reduction in poverty and inequality. However, the disincentives towards labor formality of the program and some characteristics of the current simple design prevent a higher distributive effect of this policy.
