Abstract

The conception of democracy as a form of government where power is in the hands of the people, implies the idea of Popular Participation in public affairs and in the exercise of political power. The most famous definition of democracy, given by Abraham Lincoln in the 19th century, as "the government of the people, by the people, and for the people", shows the idea of popular power as an essential element of democracy.
