Abstract

The goal of the essay is to present a proposal for growth liberalization in order to improve the efficiency of a small economy subject to internal and external trade distortions in such a way so as to avoid the opposition of possible losers. Starting from a highly distorted initial position the paper asks whether is it possible to guide a small open economy a long a trajectory of optimal growth by exploring a possible way to accommodate the distribution of income to the optimum by means of a "Kaldorial" type of retrospective taxation.
