Sobre la estructura de la protección efectiva
Abstract
The effective rates of protection, as usually defined, depend on the values of both the "market" and the "free-trade" exchange rate. This paper shows that changes (or errors in measurement) of these parameters change the absolute value (and even the sign) of the effective rates. An alternative measure of protection (the relative coefficient of protection) that remains unaltered to variations in the exchange rate is then introduced. The new coefficient can be extended to the case of multiple exchange rates, and the general case of the analysis of tariffs-and-exchange rates structure is solved.
