Prices and incomes policies made the central piece of the economic program. Monetary, fiscal and exchange policies completed a fairly comprehensive package el short-run policy instruments. It is in the insufficiency of longer-term policy, in the disgregarding of the medium-term effects on the balance of payments, and in the absence of institutions able to allow for price and wage flexibility, where the economic program proved weak. On balance, the 1967-1970 period has left us with the evidence of the viability of policies other than monetarism or structuralism. We have learns also that economic programs must pay more attention to their likely medium-term effects on growth and on the balance of payments, and to their likely short and medium-term effects on income distribution.
