Abstract

With the objective of publicizing the concern of Brazilians with the lack of technicalv assistance for the construction of housing for the population of low incomers, and believing that this issue is connected with the difficulty of bringing the academic knowledge of Architecture and Urbanism up to date the impoverished population is what this article proposes. In a poor and unjust country like Brazil, people conduct their own constructions in illegal assignments without any assistance due to an absolute lack of State support. These illegal assignments are sites with no infrastructure, without public utility (schools, health), with self-built housing without legal documentation and without housing conditions. Now, it's up to you to reduce this distance with the recent initiatives of the Brazilian State. The implementation of the “ESTATUTO DE LAS CIUDADES” is a public instrument that, among other obligations, imposes the “ATHIS” (Obligatory Technical Assistance to Social Housing) from 2008, to implement this initiative. The first results of the are emerging in Brazilian cities.

Milton Luz da Conceição, Departamento de Arquitectura y Urbanismo. Universidad Federal de Santa Catarin

Licenciado en Arquitectura y Urbanismo por la Universidad Federal de Santa Catarina (1998), Máster en Desarrollo de Ciudades del Tercer Mundo por la Universidad Politécnica de Madrid (2001) y Doctor (sobresaliente cum laude) en Geografía e Historia por la Universidad Complutense de Madrid (2004). Actualmente es profesor del Departamento de Arquitectura y Urbanismo de la Universidad Federal de Santa Catarina, donde imparte la asignatura de Teoría e Historia de la Arquitectura y el Urbanismo desde 2008 y es también profesor colaborador del POSARQ - Programa de Posgrado en Arquitectura y Urbanismo de la UFSC.
