For a long time dumping has been considered a problem in international trade, an unfair practice that reflects the existence of price discrimination in different markets that can only exist if competitive forces are not operating. It is claimed that antidumping measures have a legitimate role to play in maintaining a liberal trading order by restoring conditions of fair and workable competition. But this is only the so-called rhetoric of the antidumping, which is a part of the mechanics of the modern protectionism.
