Productividad global de los factores: teoría y aplicación al caso de una empresa pública argentina

The object of this paper is to analyze the theoretical and practical virtues and deffects of public enterprise performance indicators based on global factor productivity (GFP). First of all, three indicators (surplus, distribution and index of GFP) are conceptually defined, and afterwards studied from the point of view of their capacity to measure efficiency and productivity. After focusing several accounting aspects of the indicators, such concepts are then applied to the case of the Direction of the Energy of the Province of Buenos Aires (DEBA) for the years 1983 to 1988. The paper concludes that, though certain theoretical limitations, the indicators based on GFP represent an improvement in measuring public enterprise performance for they enlight a series of aspects relative to efficiency and income distribution.
