Assuming certain objectives for the public sector as a whole, i.e. uniform per capita public expenditure and tax burden over the different regions, it is derived the total amount and the distribution among regions of the federal aid to local governments necessary to achieve those objectives, in the case of great per capita income differentials between regions within a country with a federal political system. Several indices of distribution of the federal aid (among others, WHELLER's proposal for the U.S.A.) are shown inadequate, and a new method that fulfills the requirements is presented.
