In Latin America the problems relating to employment have been present in all development plans since the beginning of 1960, notwithstanding, the determining of quantitative and qualitative objectives have not always followed the same criteria. After negative experiences, all efforts have been centered on the objective of organically integrating employment to fit within the production final aims determined for the National productive system. The first part of this paper discusses the focus on analysis and also on the most current policies regarding employment in developing countries; reasons are given to determine why these cannot be conveniently utilized in Latin American reality. The second part evaluates alternative methods of analysis, which correspond to papers presented by Elizabeth Jelin, Paulo I. Singer and Jacques Freyssinet.
