Redistribución territorial a través de las finanzas públicas: el caso de los partidos del Gran Buenos Aires

This paper presents empirical results of an attempt to measure the Public Finance mechanisms by which the districts within the Province of Buenos Aires integrating "Greater Buenos Aires", (25 % of Argentine population) receive or hand over implicit subsidies to the remainder of the Province and also to the rest of the country. This work is carried out by the three levels of government (National, Provincial and Municipal) where by six redistribution mechanisms are distinguished and quantified, namely: National Government expenditures, Federal revenue-sharing, National grants to Provincial Government, Provincial Government expenditures, Provincial revenue-sharing to the Municipalities, and Other grants from the Provincial Government to the Municipalities.
