Towards an international water regime?

Abstract

Water shared among countries has gained relevance in current international debates on climate-related events involving both water scarcity and excess. Given these circumstances, and in an effort to ensure water and food security, countries sharing a river basin have begun to consider the need for cooperation in its effective management and governance, with particular attention to climate change adaptation measures.

This article presents a theoretical proposal for an international water regime, based on the theory of international regimes within the field of International Relations.

This study is guided by the research question of whether it is possible to establish an international water regime, given the relevance and fragile situation of shared water resources worldwide.

To this end, the theoretical foundations of neoliberalism —or more precisely, neoliberal institutionalism—that underpin the emergence of international (environmental) regimes and, by extension, an international water regime, are reviewed and discussed. This review draws on the contributions of prominent and contemporary scholars and experts in the field. The definition of international regimes serves as the central concept in the theoretical development of this approach.

Methodologically, this research relies on a qualitative analysis of data and documentary sources.
