Abstract

During the second half of the 1970s, the Ford administration had to change its nonproliferation policy due to the Oil Shock of 1973, the Indian nuclear test of May 1974 and the pressure from the Congress and the US civil society. The Pakistani nuclear program was one of the hard-cases in that period and the suspicion that Islamabad wanted to develop nuclear weapons was well-founded since India (Pakistan’s rival) had nuclear weapons. Tracing back the origins of the Pakistani nuclear program this article explores the US non-proliferation policy during the Ford administration. The US policy went from acquiescence to criticism of the Pakistani nuclear program throughout the Ford administration and set the pattern for the next administration.
