Abstract

The naval blockade performed to Venezuela, was an obvious aggression practiced by European powers in defense of the rights of its nationals, due to the Venezuela’s payment failure. Such performance was justified on its sovereignty and the rights provided at the moment (1902) by the International Law to every State. This fact marked milestone in world history, causing the appearance of the Roosevelt Corollary and the Drago Doctrine. Today might be ranked as founding element of the current principle of International Law that forbids the force use.
