Abstract

Based on the theoretical assumption that is necessary to enquire the social origins of foreign policy, this paper addresses an interest group that has tried to influence U.S. policy toward Argentina in recent years, mainly with respect to its debt restructuring process. Our aim is to overcome the mystery about the true nature of the American Task Force Argentina (ATFA): is it a diverse coalition of actors disgusted with the political and economic direction of the South American country, or is the lobbying organization for the so-called vulture funds? To do this, we explore its formal constitution and the interests that essentially represents. Thereafter, in a second section, we characterize the critical narrative on Argentine and American governments that ATFA has built in the period 2006-2013. Finally, we identify the main objectives ATFA has pursued and the courses of action it considers the White House should have taken to “approximate”
Argentina to a hypothetical negotiating table.
