EL FUTURO DE LAS RELACIONES UNIÓN EUROPEA - AMÉRICA LATINA

Resumen

En 1995 la Unión Europea y el MERCOSUR firmaron en Madrid el “Acuerdo Interregional de Cooperación”, con el objetivo de establecer una asociación de carácter político y económico. En 1999, durante la Cumbre América Latina y el Caribe de Río de Janeiro ambas regiones decidieron crear una asociación estratégica, con el objetivo de impulsar la cooperación en todas sus áreas. Desde entonces diversas cumbres han tenido lugar sucesivamente, pero el objetivo de lograr los acuerdos de integración comercial no han podido materializarse. El artículo revisa la situación actual, después de la Cumbre de Viena; las causas y consecuencias de tan pocos avances y las perspectivas a futuro de las relaciones bilaterales, considerando que América Latina es el asociado natural del cual tiene necesidad la Unión Europea, en un mundo cada vez más global y multilateral.

Abstract
In 1995 the EU and the countries of the MERCOSUR signed in Madrid the “Interregional Agreement of Cooperation", with the objective to establish an interregional association of political and economic character. In 1999, during the Rio de Janeiro Summit Latin America and the Caribbean, both regions decided to promote a strategic association with the objective to impel the cooperation in all aspects. Since then Summits have been carried out successively, but the objective to achieve integration and commercial agreements has not arrived to take shape. The article reviews the present situation, after the Vienna Summit (2006), causes and consequences of small advances and the perspective for the future, considering that Latin America is the natural partner that EU requires in a more and more global and multilateral world
