Abstract

The Guaraní Aquifer is transboundary. The crosses four countries of the MERCOSUR. It is a commons that allows you to identify the local politics on a fundamental good and the positioning of the local governments, primarily the members of the Network Mercociudades, Argentina, Brazil, Paraguay and Uruguay are members of the Guarani Aquifer Project, which aims to enhance the knowledge of the resource and develop standards for their protection And sustainable use. The work is thought of three variables: trust, reputation and reciprocity. Presents the progress of the research group studies of social institutions and MERCOSUR.
