Abstract

South America countries from its territorial policies have identified the state limits of the water spaces at national and international level, from federal / state, central / departmental interests that have achieved configure economically and politically this spaces. however, the territorial configuration of the "water spaces" has been denoted and solidified by global processes and historically determined by two hegemonic speeches: first, Truman's speech in 1949, about of the importance of the seas and rivers limitations in relation to concepts of development and the sub development invention, and second, Bush's speech in 2001, against the terrorism that would strengthen the idea of national security in relation with the care and the protection of natural resources to the development countries. That is, ideologically there exist global structures and dominants that determines us to the hour of we behave national, regional and locally in spatial terms.
