Proposal for industrial sectorization, within the planned industrial sector La Plata 2. Buenos Aires, Argentina

Abstract

The Directorate of Industries of the Municipality of La Plata requested the intervention of the Technical Area of Environmental Analysis and Evaluation of the currently Secretariat of Environment with the goal of organizing the distribution of industries from an environmental perspective, classifying them according to their level of environmental complexity as 1°,  2nd and 3rd category, as established by the Provincial Law of Industrial Radication N°11.459, in the Planned Industrial Sector La Plata 2, located in Abasto, La Plata. As response to the requirement, a survey was carried out on the property in question and the Normalized Scoring methodology was implemented, with a view to developing a strategy that may provide a reasonable and well-founded criterion for locating the industries within the industrial park according to the aforementioned categories. The application of this method yielded as best alternative a model in which the 3rd category industries are located on 462 Street in the NW sector of the property; 2nd category industries would be distributed to the NE of the property, on the projection of 229th Street, whereas 1st category industries would be located on the SE area, along 492nd Street. Finally, we discuss considerations to contribute possible measures to minimize the deterioration of environmental quality as a result of future operations of the industries to be installed in the Industrial Sector, using a preventive environmental perspective.
