In recent years, the notion of public management has displaced the traditional concept of public administration in the social concern about governmental efficiency and effectiveness. This paper focusses on this new concept, under the notion of unity of theory and practice in the exercise of public powers and rights. It discusses the congruence between forms of pluralism proposed by constructive and discursive, both in the order of knowledge and organization.
So, it is sustained, transcending the limits of the conventional thinking, political and epistemic pluralism can be understood as expressions of an identical operational dynamism, in different fields of experience, as forms of thought and action consistent with the social values adopted to rule a healthy administration of the republic.
