Abstract

The objective of this article is to study a recurrent hypothesis in a particular topic of studies about security and defense in Latin America, limiting the approach to the Argentine case under the administration of Mauricio Macri (from his assumption until March 2018). Although the hypothesis is outlined with different nuances and authors, broadly, it is argued that the United States is usually an actor that pursues the involvement of the respective Latin American Armed Forces in internal conflict hypotheses. This statement contrasts with the position of Washington in relation to its own military, which are not enabled to resolve issues of internal order, primarily, since the Posse Comitatus Act of 1878. Along this lines, testing the aforementioned hypothesis in relationship with Argentina, involves addressing the distinction “internal security” and “national defense”, which has special importance since the late 80's when the process of building both as differentiated fields began.
