Abstract

What hurts deep integration processes is the high degree of unfulfillment of the agreements. With respect to the underlying causes our hypothesis is that not infrequently the tasks assigned to the integration generate conflict between the rule of law and the real interests of the actors. LAFTA experience confirms the hypothesis: the rule of law divorced from reality. Contrario sensu the success of the Central American integration in the fifties-sixties is a positive confirmation of the hypothesis. Sometimes there are proposals of unquestionable rationality but in practice the integration fail in their implementation because the projects have been dissociated from their social environment. It could be said that in such cases the proposals for integration, on the facts found so proposals to societies that do not exist.
