This presentation tries to reflect the advances of the work of research carried in the Group of Studies Social Institutionalism and MERCOSUR of the Gino Germani Research Institute. In this one it is deepened in central concepts as integration, municipality and common property and brings over the role of the local council of the Social MERCOSUR, incorporating the experience of México into the Comisariados Comunales. This stage consists of the summary, analysis and systematic valuation of a certain set of processes of exploration on: the rights of property, the evolution of the common, the communal auto governed institutions, the relations among the owners–users community of the resources and the Public local Amdinistrations and the external factors that influence the communal institutions and the management of the resources.
