Community actors and tourist communities in the implementation of the Tourist Villages Program (Province of Buenos Aires)

This article analyzes a series of emerging social actors in the context of implementing community tourism, which calls for the participation of a supposed local community. For this purpose, I use the study of the Pueblos Turísticos Program of the Province of Buenos Aires (2008) and its implementation in three locations. The paper presents results discussed in previous research, which used a qualitative study composed of documentary analysis, field observation, and interviews with key actors to characterize certain actors in their integration process into community tourism management mechanisms and discuss possible participatory modalities. The focus of this work is on a series of local actors characterized as "community tourism actors," while also identifying social networks that I have termed "tourist communities," which express the majority local interest at different moments of intervention.
These concepts help understand the process and contribute new possible readings on community tourism, promotion, and intervention politics in non-urban locations, with implications for academic debates and the future design of tourism policies.
