This article analyzes the progression of the project to install the Hualong One nuclear power plant in Argentina, carried out within the framework of nuclear cooperation between China and Argentina. The article identifies three factors that influenced the progress of this project: the place assigned to Argentine nuclear development within the framework of the energy transition (which includes the discussion of which technologies are most convenient in terms of energy security, technological independence, and industrial development), the economic and geopolitical constraints to which the country is subject, and the need for social license for the construction of the plant.
