The RIOSP and ImpaACT.AR Programs

As in most peripheral countries, one of the characteristics of Argentina and the rest of Latin America is the scarce integration of scientific-technological complexes in resolving the demands and needs of our societies. This fact is pointed out by different authors as a consequence of the cultural and economic dependence of the region, a product of the place assigned in the world capitalist order by central economies. It is in this context that the implementation of national programs that promote techno-scientific policies aimed at meeting strategic demands, or solving social or productive problems, becomes relevant as an alternative to face the serious economic and social crisis that many countries in the region are going through. This paper presents a brief analysis of this type of approach, some antecedents in Argentina, and two existing programs in this country based on the problem-solution dynamic are discussed: "ImpaCT.AR Ciencia y Tecnología" and "Redes Institucionales Orientadas a la Solución de Problemas (RIOSP)”.
