Mission-oriented policies, are they possible in Argentina?

In Latin America, unlike the central countries and those of recent industrialization, science and technology policies were historically based on the supply of knowledge from the academic sector. This orientation fueled the systemic promotion of horizontal policies: training of qualified human resources, creation of CyT infrastructure and financing of R&D projects. This trend limited the definition and implementation of targeted policies by the State. In particular, mission-oriented policies, characterized by promoting strategic technological projects and linking public and private actors for the development of sectors, technologies and markets according to their own strategic objectives. In this article, we will discuss the processes that explain this regional problem, as well as the particularities of two cases of mission-oriented policies (nuclear and satellite), developed in the national context in recent years.
