Between 1966 and 1974, the Mar del Plata Institute for Marine Biology carried out the Fishing Development Project in collaboration with the Food and Agriculture Organization (FAO). Its aim was to identify and assess Argentina's fishing resources to develop sustainable fisheries and food production to the most vulnerable social sectors of peripheral countries. This goal, however, was not accomplished. This article analyzes, through documents and interviews, the main traits of this project and its implementation. Although the project promoted research on both resource exploitation and conservation, the main reason for its failure lay in the local institutional conditions.
