Argentina’s challenges in tackling development

Abstract

In more than 40 years of uninterrupted democracy, Argentina has failed to dismantle a neoliberal model established in the late 1970s that has resulted in an economic cycle of crisis-recovery-stagnation and then crisis again. The current government led by Javier Milei is deepening deindustrialization, indebtedness, and economic, political, and technological dependence. As a result, Argentina faces a future of greater decapitalization and impoverishment of its population, not only economically, but also culturally and in terms of the loss of rights. In this context, the deliberate and systematic destruction of the country’s scientific and technological capabilities is unprecedented, to the point that a phenomenon characterized as scientificide is taking place. This article proposes that, in order to overcome this situation, a majority National Project focused on production, work, sovereignty, and inclusion is required, involving the implementation of a coherent scientific and technological policy that is aligned with other public policies. The key characteristics that an efficient research and development policy must meet, possible strategic areas, and relevant factors to be taken into account are identified.
