The scenario of uncertainty generated by the international economic and financial crisis due to its expansion into the global economy, weakening both global and regional multilateralism and creating insecurities about its future trajectory leads to show the complexity of the phenomenon in terms of its intensity, different Dimensions and correlations with other critical trends such as environmental, energy and food. There is also fragmentation of production on a global scale in the hands of transnational value chains and the generation of mega preferential interregional agreements. In this context and according to the current rules of the game, at the national, subregional, regional, international and multilateral levels, the concept of development as the one of international insertion is subject to deconstruction and forces to rethink. Accordingly, the work presented in this issue contributes to this purpose.
