Coordination of Science and Technology in Uruguay, a Political Problem

The public policies on Science and Technology (S&T) carried out in Uruguay between 2005 and 2022 are analyzed, including the three periods of national government of the Frente Amplio (2005-2020) and the first three years of the Multicolor Coalition (2020- 2022). This analysis shows that two ideologically divergent governments have failed to coordinate the different institutions and actors that make up the country's S&T complex. It is concluded that the lack of structural modifications in the organization of the State and the absence of companies, unions and users in the design and implementation of S&T policies inhibited the establishment of a coordination system that would take advantage of the country's S&T capabilities to solve the needs and demands of its society.
