Since the return of democracy in 1983, the National Council for Scientific and Technical Research of Argentina underwent significant changes. These changes were reflected in its human resources training policy, in the composition of its board of directors, in its relationship with public universities, in the decentralization of resources at the federal level, and in its articulation with national science and technology plans. This article analyzes, using a socio-historical approach, how these changes impacted on the Scientific and Technological Researcher Career of that organization in the period 1983-2016 and makes suggestions to improve this fundamental instrument of the country’s scientific and technological complex.
