Election of parliamentarians of MERCOSUR. Progress of the constitution in reference to the PARLASUR. PARLACEN experience

Abstract

The aim of this paper is to analyze how it`s regulated the integation of the PARLASUR and the differents proyects presented by the parlamentaries to elect the representatives of MERCOSUR in the differents countrys that compound it and the effects about the representation and political parties. Since eight years has passed thrue the creation of it representative body in which the people of MERCOSUR converge, it`s necesary to ask which has been the pathway in order to adecuate the nationals legislations in the Member States and if it legislation has produced effects. In the case of Argentina, the law 27.170 calls for elections to cover 43 spots of the MERCOSUR Parliament and it modify the Argentinian Electoral Code and impacts on it. Besides, this paper studys the case of PARLACEN and its experience.
