Science and technology in Argentina in the 40 years of Democracy

This paper presents an analysis of the evolution of the scientific-technological sector in Argentina during the four decades of democracy (1983-2023) and its interrelation with two competing national projects. On the one hand, the one promoted by governments representing the dominant economic fractions, related to financial power, concentrated national groups and natural resources, which identify the S&T sector with public expenditure to be cut. On the other hand, governments that promote, with varying degrees of coherence and effectiveness, a project for a country with industry, decent work and increasing levels of equity, where S&T plays a fundamental role in development. The asymmetric confrontation between these two projects characterizes the main features of the crisis the country is going through. Thus, we propose it is urgent to define what S&T policies Argentina needs to accompany a National Project based on a path of sustainable and democratic development, with inclusion, equity, decent work and sovereignty.
