This presentation is to identify problem areas brought about by regional integration that constitute themselves into true barriers against the advance of the process. Although they are many and of a diverse nature we will deal in a general way with those involving legal issues, keeping in mind that developing human resources in this matter presents novel alternatives and challanges in this century, without failing to recognize that in discussing these issues interdisciplinary studies are essential
