Abstract
In the new century, states and integration schemes had to be readjusted to face the constraints of the global context. In the face of this situation individual (national) responses or solutions were experienced to ensure the survival of different populations and their economic activities, while increasing the need to adjust regional agreements to remain viable options for boosting economic and social development. There was consequently a redefinition of strategies of state and intergovernmental actors oriented not to lose protagonism and / or to mitigate the adverse effects of the dynamics of the world economy.
